Implementing Part of the Work Programme

The European Transport Workers’ Federation (ETF) and the European Community Shipowners’ Associations (ECSA) are the EU recognised Social Partners’ organisations representing respectively labour and management in the maritime transport sector. The two organisations have been involved in the EU social dialogue for some decades and have over the past years successfully carried out a number of actions co-financed through EU funds, the most recent being the project on Disseminating training materials for a harassment and bullying-free workplace in shipping (VS/2012/0406); and the project on the Mapping of career paths in the maritime industries (VS/2012/0412).
The two organisations have also been able to achieve successful negotiations in the framework of their EU Sectoral Social Dialogue Committee, with the adoption of Social Partners Agreements based on the provisions of Article 155 of the Treaty of the Functioning of the European Union (ex-Article 139 TEC), namely: the Social Partners Agreement on the organisation of working time of seafarers in 1998 (implemented by Council Directive 1999/63/EC) and the one on the Maritime Labour Convention, 2006 in 2008 (implemented by Council Directive 2009/13/EC).
ETF and ECSA used this project to implement some of the points contained in their SSDC Work Programme for the year 2015-2016. It contained the three following pillars:
- Pillar 1: Negotiation of the amendments to the ILO MLC: the transposition into EU law of the amendments adopted in 2014 in the framework of the International Labour Organisation to the Maritime Labour Convention, through a negotiation between EU Social Partners on the basis of the provisions of Article 155 TFUE (see ETF Press Release of 13 December 2016 http://www.etf-europe.org/etf-press-area.cfm/pressdetail/11476) (can be downloaded under 'Related documents')
- Pillar 2: Guide to apprenticeship and training programmes: the analysis of the existing EU programmes in the field of apprenticeship and training to promote maritime professions, in particular towards youngsters (can be downloaded under ‘Related documents’)
- Pillar 3: Report on Health and Safety:  the identification of the existing EU legislation on Health and & Safety which applies to maritime transport and the compilation of best practices/initiatives taken by Member States and the industry to meet and possibly go beyond regulatory requirements (can be downloaded under ‘Related documents’)
