Modernisation of crewing regulations requires improved enforcement capacity

On 4 August 2015 the European IWT Social Partners reply to the invitation of the CCNR to participate in the revision of the present manning regulations on the Rhine.

Although IWT European Social Partners fully acknowledge that the present regulations are outdated there is an even greater need to address the insufficient controlling capacity together with Aquapol and engage in a productive dialogue aiming at administrative simplification.

IWT Social Partners insist on a scientifically research into the workload of the crewmembers on board both whilst at work and at rest to make sure that both technological and non-technological changes’ impact are properly assessed as well.

Also the need for an EU legislative framework for the recognition and harmonisation of professional qualifications is crucial as the present patchwork arrangement is no longer fit for purpose.
