In 2016, the EU ATM Social Partners – ATCEUC, CANSO and ETF – issued the first version of the Toolbox for Successful Social Dialogue in air traffic management.

In 2020, the disruption caused by the COVID public health crisis revealed that the toolbox also needs to address crisis management.

Mobile and non-EU workers are essential to the fabric of the internal market and the possibility to work in another EU country is an invaluable freedom. However, labour mobility only works in a spirit of fairness and upwards social convergence.
