News May 23, 2024 Major Inspection Near Port of Antwerp Reveals Alarming Rate of Violations in Road Transport Sector On May 20, 2024, a major inspection occurred at the Noorderlaan car park near the Port of Antwerp. Organized by the Belgian police and the Social Intelligence and Investigation Service (SIOD), the operation saw participation from the European Transport Worker’s Federation (ETF), BTB-ABVV, CSC Transcom, ACV Openbare Diensten, and the RTDD Foundation. With the support of the European Labour Authority (ELA), authorities from Bulgaria, Lithuania, Poland, and Romania were also present in a collaborative effort to tackle social fraud and enforce compliance in road transport.

However, this critical industry hides a troubling reality of exploitation, precarity, human rights abuses, and unfair competition. The latest wave of exploitation targets third-country nationals: drivers recruited from non-European countries under questionable arrangements and precarious conditions, as part of a business model where they are employed in countries where they never actually work.
Publication May 8, 2024 EU Land Transport Labour Market: A Critical Examination of Trends and Policy Implications Two years ago, the ETF launched a project to look in more detail at the roots of the above trends. Three reports – on road, rail and urban public transport were developed within the frame of the project to cast light on how liberalisation and market-opening policies led to undesirable effects that put at stake the very goals and objectives set by the same policymakers.

Press Release February 19, 2024 ETF Raises Concerns Over Changes to EU Driving License Rules In view of the European Parliament’s upcoming debate and vote on changes to driving license rules in the EU, the European Transport Workers’ Federation (ETF) voices its concerns regarding the proposed reduction in the minimum age for truck and bus licenses. Last December, the TRAN Committee backed the Commission’s proposal to issue truck driving licenses to 17-year-olds, under the accompanied driving license scheme. At the same time, the reduction in the recommended minimum age for truck driving to 18 across the EU poses a further threat to road safety, as it will cause more Member States to follow suit.

On the latter, the Advocate General concludes that the legal provision should be annulled because it wasn’t justified by the legislator with an impact assessment.

In a historic victory the drivers will receive money owed to them and Polish consortium Lukmaz, Agmaz and Imperia has agreed to forfeit legal action against them. The company had pressed criminal charges and civil claim against the drivers who were on strike at the rest area near Gräfenhausen for over ten weeks following a similar collective action in April.

In total, 174 employees at 36 subcontractors (transport companies) were subject to inspection. Violations of labour legislation were found in 49 cases and a bogus company with 20 employees was detected.

Statement January 15, 2020 European minimum wage initiative – Consultation is underway! On 14 January, the European Commission launched First phase consultation of Social Partners on a possible action addressing the challenges related to fair minimum wages. While the ETF strongly believes that workers of Europe need a pay rise, we don’t support simplistic approaches and half-baked solutions that could endanger the autonomy of social partners around the continent. A simple prescriptive mechanism cannot solve wage stagnation – instead, we need to address the core causes of it, such as precarious work, anti-union measures, digitalisation, and austerity.
Statement December 19, 2019 ETF response to the French decree on changing the working time of coach drivers On 17 December a decree has been signed by the French prime minister Édouard Philippe, temporarily changing the rules on the maximum allowed driving time of coach drivers. This move by the government comes amid the transport workers’ strike in France. The ETF believes that the temporary decree is aimed at undermining the workers’ actions. Additionally, the decree puts the safety of passengers in danger, since longer driving times increase the risk of accidents.
